<b>Contract Title:</b> <b>Stealthy Food Feasibility Study</b><b> ESCW (PH) 4860</b> The London Borough of Tower Hamlets (LBTH) is seeking expressions of interest from interested organisations for the above services and / or goods. <b>Description:</b> The Public Health Department at London Borough of Tower Hamlets (LBTH) wishes to commission an experimental feasibility study which will test a variety of realistic adaptations to three fast food business and systematically evaluate these adaptations to elucidate their relative effectiveness. The project will have three stages, however it should be noted that there will be a review after the completion of stage 1 and the project will only proceed to stage 2 if LBTH is satisfied there is a realistic and practical set of potential interventions to be tested in stage 2. LBTH reserve the right to end the study at the conclusion of stage 1. Details of the three stages; Stage 1 - The planning phase. Review current research around the issues of young people's attitudes to fast food and fast food outlets including a review of evaluations carried out on current LBTH programmes such as the Food for Health Awards. Start initial work to identify the potential outlets that would form the sites for the intervention. Draw up a detailed project plan covering proposed adaptations to be tested in the intervention phase (stage 2) with the rationale for their inclusion and the anticipated method of working with the chosen intervention sites.. Stage 2 - The intervention phase when different adaptations are tested and measured. Stage 3 - Producing a validated business model that can be used across Tower Hamlets. Public health is seeking providers suitably skilled and experienced in research, marketing and behaviour change, who could take on the work. It is anticipated that the provider will already be well informed about the factors that make fast food outlets attractive to young people either by having conducted research or by having carried out work on this topic. Potential providers will also need to demonstrate the necessary entrepreneurial verve to connect with businesses on the ground in Tower Hamlets. They will work in close partnership and collaboration with an independent business to understand their production process alongside the consumer journey. The key deliverable for this feasibility study is to produce a validated business model which can then be promoted across the borough supporting the council's priority around Healthy High Streets. It will be used as an important addition to the Food for Health Awards Project which works with existing food businesses in Tower Hamlets.
