Summary of the contracting process

The London Borough of Camden is seeking tenders for the provision of short breaks and other support services for disabled children, young people, and their families. This procurement falls under the health and social work services category and is being conducted using an open procedure in accordance with the light touch regime of the Public Contracts Regulations 2015. The tender is currently active and must be submitted by 23 August 2021. The contract will span an initial three-year term, starting from 4 January 2022, with the possibility of two one-year extensions. The contract has a total value of £4,035,000 with a minimum value of £880,000, to be delivered within the London region.

This tender presents significant opportunities for businesses operating within the social services sector, particularly those offering community support for disabled individuals and their families. Organisations specialising in early years support, group-based interventions, or one-to-one assistance in home and community settings would be well-suited to compete for these contracts. The emphasis on quality care and support services aligns with community and voluntary sector enterprises, opening avenues for growth and collaboration in providing essential services to vulnerable demographics.

Notice Title

Short breaks and other support services for disabled children, young people and their families

Notice Description

Short breaks are services that local authorities have a statutory duty to provide to assist parents and others who provide care for disabled children and young people. This enables parents and carers to care for their children or do this more effectively. Short breaks not only provides a break for parents and carers, but can also lead to improved quality of care being provided. This results in better outcomes for the disabled child and the wider family. This includes reduced family breakdown and reduced likelihood of requests for residential school provision. The provision of short breaks also supports the Council's approach to meeting the needs of children with complex needs and reducing the need for high cost out of borough placements. The contract is divided into three lots: 1. Early Year's Support 2. Group Based Support 3. One to One Home and Community Based Support Each contract for each lot will be for an initial period of 3 years with the option of 2 extensions each of one year at the sole discretion of the council. The Services come under Chapter 3, Section 7 (Social and Other Specific Services) of the Public Contracts Regulations 2015. Under Regulation 76, the Council has decided to use the Open Procedure under the PCR light touch regime.
