NHS Hull Clinical Commissioning Group Extended Access to Primary Care Medical Services
Notice Description
NHS Hull Clinical Commissioning Group (hereafter the Contracting Authority) is seeking to commission Extended Access to Primary Care Medical Services through an open procurement process. The preferred Provider will be required to demonstrate how they will deliver services in an environment of transforming health care, and deliver primary care at scale as outlined in the General Practice Forward View and Hull Place Plan. The publication of the General Practice Forward View (GPFV) in April 2016 identified the need to improve access to primary care services as a key national priority. As a result the GPFV included a commitment to make extra funding available "to enable CCGs to commission and fund extra capacity across England to ensure that by 2020, everyone has access to GP services, including sufficient routine appointments at evenings and weekends to meet locally determined demand, alongside effective access to out of hours and urgent care services." The service will provide a safe, high quality and cost effective service which is user centred and delivers Primary Care Medical Services outside of General Practice core hours (Monday to Friday, 08:30 to 18:30). The service, as a minimum, will operate Monday to Friday 18:30-20:00 (the extended access service can be delivered before core hours but does need to be delivered 18.30-20.00 Monday to Friday), with availability on Saturdays, Sundays and on Bank Holidays based on the needs of the population. The service will be expected to operate robust systems to ensure that the service is available to service users who are registered as a patient with a Hull GP or as a temporary resident with a Hull GP. The service will be required to: - Ensure patients who require routine or same day appointments receive a professional, responsive and high quality service that meets the needs of both the patient and effective service delivery; - Ensure that the patient's health needs are met and any onward referrals / treatment requirements are actioned within the service; - Ensure patients are aware of the service and are able to access the service easily to make appointments; - Ensure patients have equity of access to Primary Care Medical Services; - Deliver measureable improvements in patient experience; - Satisfy the CCG requirements for the provision of Extended Access to Primary Care Medical Services. The Contracting Authority will award a 5.5 years with the option to extend by up to 24 months. The value and end date stated within the notice represents the offer of the 5.5 year contract as the extension period is not guaranteed. Should the contract be extended, the end date of the contract would be 31 March 2026 and the contract value would be PS13,200,000. The closing date for tender responses is Friday 29 June 2018 at 13.00. The Contracting Authority will hold a Potential Provider Information Event on Thursday 7 June, 11:00 to 12:00. The Potential Provider Information Event will aim to inform all Potential Providers of the procurement principles, processes and next steps. Questions and responses will be recorded, and then shared via the NHS Sourcing e-procurement portal. Potential Providers wishing to attend the Potential Provider Information Event should indicate their intention to attend and indicate who will be attending from their organisation via the NHS Sourcing e-procurement portal messaging facility no later than 17:00hours on Wednesday 6 June 2018. Attendance at the event will be limited to 2 individuals for each Potential Provider.
