Notice Description

West Midlands Employers (WME) is a Public Sector organisation wholly owned by 32 Councils within the West Midlands. Our vision is to advocate, build and champion people centered organisations for a resilient and diverse public sector workforce that benefits everyone in the region. One of the most recognised workforce challenges repeatedly voiced by our members is recruitment and with the negotiating currency of future employees strengthening and the pressures facing the wider employment market increasing, this will only sustain the issues faced by recruitment professionals in the public sector for the foreseeable. Those challenges and the advancement of hybrid working do lend themselves to seizing opportunities for revisiting how we do things, greater reach and diversity. WME has, therefore, committed to support its members with the continuous improvement of their recruitment practices with Equality, Diversity, Inclusion and Belonging right at the heart. This opportunity requires a suitably skilled and experienced provider to do the following on behalf of WM Employers: * design a recruitment diagnostic tool and associated consultancy review model with a detailed Equality Diversity Inclusion & Belonging lens (Essential) * lead on piloting that model by conducting a review of recruitment policies and practices using the diagnostic tool with two Local Authorities (Essential) * take lessons learned from the pilot to finalise a tried and tested diagnostic tool and review model (Essential) * provide an in-house development programme enabling WME colleagues to continue delivering the Inclusion Lens Review Model with clients into the future (Desirable) * deliver all of the above by the end of July 2023 within an estimated budget of PS20,000 The outcome of this work will be to enable public sector organisations and their HR professionals to scrutinize their own recruitment practices, challenge their recruitment processes, isolate unwanted recruiting behaviours and avoid the trap of assumptions all with an equality, diversity, inclusion and belonging sense check. This will include everything from job design, marketing and recruitment through to selection, induction and onboarding.
