Summary of the contracting process

Cambridge City Council is currently in the planning stage for the Civic Quarter Development project, which includes ambitious plans to improve and transform the central area of Cambridge. The scope of the project covers three schemes: refurbishment of the Grade II listed Guildhall, refurbishment of the Grade II listed Corn Exchange, and updating the vision for the Market Square and surrounding public space. The procurement process is aimed at identifying a Main Contractor as a construction partner, and it will operate on a two-stage design and build basis. An early engagement notice was published on 20th December 2024, with interested parties expected to confirm their interest via email by 20th March 2025. The anticipated industry categories are construction work and architectural, construction, engineering, and inspection services.

This tender presents considerable opportunities for businesses, particularly those in the construction and engineering sectors, to gain a prominent role in a high-profile public project. Small and medium-sized enterprises (SMEs) are encouraged to participate, with the potential for significant business growth through collaboration on a significant public infrastructure project. Companies with expertise in working on listed buildings and public realm projects, as well as those experienced in working under a two-stage design and build contract, would be well-suited to compete. Participating in this project could provide long-term benefits, including enhanced reputation and further partnership opportunities with Cambridge City Council.
