Summary of the contracting process

National Highways Limited has appointed a technical partner for its Regulatory Monitoring Division. The service provides specialist regulatory advice, insight and benchmarking, independent assurance reporting, and support to develop the team’s capabilities. It is intended to help National Highways meet obligations under its licence, delivery plan and strategic business plan, and commitments in the Road Investment Strategy. The partner also supports compliance monitoring and reporting, the monitoring framework for performance and efficiency, and stakeholder relationships with the Department for Transport, Transport Focus and the Office of Rail and Road. The requirement is consultancy and technical support for highways regulation and assurance, supporting work across the Regulatory Monitoring Division, Customer, Strategy and Communications, and the wider organisation.

The procurement is complete and has been awarded to Ove Arup. The award was made on 19 October 2026, at a value of £2,150,498.52. The contract runs from 20 October 2026 to 31 March 2029. The original estimated procurement value was £3,430,000. National Highways used a selective procedure, calling off from a framework agreement. The procurement was described as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The published information does not provide an evaluation basis or lot structure.

For consultancies competing for future regulatory monitoring and compliance support for National Highways, this award demonstrates demand for a partner able to combine specialist highways-regulation knowledge with practical assurance and benchmarking. A credible supplier would need to advise on compliance with the organisation’s licence, delivery plan and strategic business plan, and assess performance and efficiency against Road Investment Strategy commitments. The work also calls for independent assurance reporting, insight that can support the monitoring framework, and the ability to build client-team capability. Experience working across organisational functions and engaging with the Department for Transport, Transport Focus and the Office of Rail and Road would be relevant. The appointment shows the buyer used a framework call-off and awarded a substantial, multi-year consultancy requirement.

Notice Title

S30150 Regulatory Monitoring and Compliance Technical Partner

Notice Description

Roads Reform put in place the governance structure in which National Highways (operating as an Arm's Length Body GovCo) operates, maintains, renews and enhances the SRN, with Department for Transport as its Shareholder and Client, the Office of Rail and Road (ORR) carrying out the role of the Highways Monitor and Transport Focus carrying out the role of the Watchdog and representing the customer voice. The Road Investment Strategy (RIS) sets out commitments and performance levels against which National Highways must deliver. National Highways must also demonstrate compliance with its licence, delivery plan and strategic business plan. The Regulatory Monitoring Division's (the client) role is to manage the technical compliance with our current obligations and current RIS, manage critical stakeholder relationships with DfT, Transport Focus and ORR and lead the way to efficient and effective compliance, assurance and reporting. It is also responsible for development of the monitoring framework, including performance, efficiency and benchmarking. NB. the Regulatory Monitoring Division is planned to merge with the Future RIS and Government function in September 2026. This does not impact the service requirement. The client needs to appoint a technical partner that can provide access to specialist regulatory support, advice, insight, benchmarking, and independent assurance reporting. The successful partner will also support capability development within the team. This service will enable National Highways to harness the necessary advice, knowledge and support to deliver the objectives both within the team, across Customer, Strategy and Communications and the wider organisation.
