Summary of the contracting process

The College of Policing Limited has completed the tender process for "COP59_2024 Operation Soteria Pillar 5 Contextual Investigations," focusing on research services in support of police forces' National Operating Model for investigating rape and serious sexual offences. The awarded contract, valued at £61,890, was given to London Metropolitan University and covers a period from 5th September 2024 to 31st March 2025. This project aims to deliver a contextual approach to RASSO investigations, ensuring equality and inclusion for all community members. The procurement was carried out through a single tender action, approved by the Head of Procurement, focusing on the region of Coventry, England.

This tender offers significant opportunities for research institutions and consultancy firms specializing in law enforcement methodologies, equalities, and community-focused investigations. Businesses equipped with expertise in developing comprehensive investigative practices and tools that can be embedded into national models will find this contract particularly beneficial. Companies that can produce high-quality, inclusive, and equality-driven research outputs, addressing the needs of minoritized and disadvantaged groups, are well-suited to compete in similar future tenders.

Notice Title

COP59_2024 Operation Soteria Pillar 5 Contextual Investigations

Notice Description

The requirement is to support police forces as they implement the National Operating Model for the investigation of rape and support those investigating rape and sexual offences to build strong and thorough cases which are suspect-focused, victim-centred and context-led. This includes developing, or supporting the Authority to develop, products which may be incorporated into the National Operating Model for the investigation of rape and serious sexual offences, with a view to ensuring the Model can be sustained by policing, from entry to strategic management and leadership. Pillar 5 aims to deliver work to ensure there is a contextual approach to RASSO investigations both in terms of equality and application of the law. A consistent criticism raised by the Operation Soteria Bluestone advisory groups and boards is the need for inclusion and equality of access, treatment and service for minoritised and disadvantaged groups. Successful implementation of the NOM means embedding an equalities approach that seeks to address all members of the public, not just majority groups. There are a number of deliverables required from the Supplier.
