Summary of the contracting process

National Highways commissioned development consultancy services to review roadside facilities across the Strategic Road Network, including the All Purpose Trunk Road network. The work is to establish an accurate, current picture of facilities available to road users, address gaps in existing facility information and inconsistent signage, and inform future improvements to customer experience. It includes fieldwork and engagement with regional area teams to verify what facilities are present and available to all road users. The buyer is National Highways Limited, based in Birmingham. The requirement concerns roadside service areas and facilities across the UK road network, rather than a construction project or the operation of individual sites.

The procurement is complete and the contract was awarded to Ove Arup & Partners Limited on 7 October 2026. The awarded value is £95,463.34. The contract period runs from 8 October 2026 to 31 July 2027. National Highways used a selective call-off from a framework agreement. The original submission deadline was 18 August 2026. The procurement was classified as services, and the requirement was identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. No lots or evaluation criteria are recorded in the procurement details, so the published outcome does not explain how competing framework suppliers were assessed.

This award demonstrates demand for consultancy able to assess roadside facilities across a national road network and turn site-level evidence into reliable, usable information. A credible competitor for similar work would need to organise fieldwork across multiple locations, verify facilities in person, engage effectively with regional highway teams, and produce a consistent dataset that supports decisions about customer information and future service-area improvements. Experience in transport infrastructure or roadside services, data quality and structured asset or facility surveys would be relevant to this specific requirement. The chosen route was a framework call-off, so suppliers seeking comparable work would need access to an appropriate framework and the capacity to deliver a coordinated review at network scale. The recorded suitability includes smaller businesses and voluntary, community and social enterprises.

Notice Description

National Highways is committed to improving the safety, usability, and consistency of roadside facilities and associated guidance across the Strategic Road Network (SRN), including the All Purpose Trunk Road (APTR) network. A key element of this ambition is ensuring that the data held on service facilities is accurate, reliable, and up to date. Current Challenges - Outdated Data: Existing APTR facility information is minimal, incomplete, and in many cases out of date. - Inconsistent Signage: Some sites still display legacy "Services" signage, and only a small number currently comply with the DfT 2022 Circular definition of an APTR service area. - Limited Facility Information: There is little or no comprehensive information about what facilities are currently available to customers using the APTR. To address these issues, a full review of the existing network is required to better inform drivers about available facilities and to support improvements in customer experience. The refreshed dataset will ensure that documentation accurately reflects what exists on the network and will provide the insight needed to identify opportunities for future enhancement. Fieldwork and engagement with regional area teams will be required to confirm existing facilities and establish the provision available to all road users.
