To develop a user-friendly plain English guidance document, aimed at public sector heat network project managers, procurement and legal teams, setting out the public procurement considerations when exploring options for private sector investment in the development or delivery stages of a heat network. This will clearly identify the circumstances in which a procurement exercise would be required.
