Summary of the contracting process

The Countess of Chester Hospital NHS Foundation Trust has awarded a National Framework Agreement for Smart Heating Systems through its Commercial Procurement Services. This agreement focuses on the supply of smart heating systems designed to enhance energy efficiency and reduce carbon emissions. The procurement was conducted using an open procedure and is classified under heating equipment with an active status. The contract period commenced on 1st March 2019 and will run until 28th February 2023. Interested parties were invited to submit their tenders before the deadline of 7th February 2019, with options for delivery across the United Kingdom and other regions, including Europe and the British Overseas Territories.

This framework agreement presents lucrative opportunities for businesses involved in the energy efficiency and heating sectors, especially those capable of delivering innovative and scalable heating solutions that incorporate control and communication technology. Small and medium-sized enterprises (SMEs) are particularly encouraged to participate, given the framework's openness and inclusivity. The structure of the agreement allows suppliers to demonstrate their capabilities in energy management, while the approach of "heating as a service" can attract contractors who seek sustainable business models to enhance operational efficiencies in building management.

Notice Title

National Framework Agreement for Smart Heating Systems

Notice Description

The Countess of Chester Hospital NHS Foundation Trust, through its Commercial Procurement Services, has awarded a national framework agreement for the supply of Smart Heating Systems. Smart Heating systems incorporate control and communications technology with energy-saving heating systems to reduce costs and carbon emissions associated with heating. Solutions primarily involve the installation of high-efficiency heaters that are connected, via a building's electrical circuit and/or wirelessly to each other and to external analytics and control centres enabling monitoring and control of energy usage, system status reporting and software updates. The system is scalable, with units working individually and together to create a coherent platform for managing buildings to drive efficiencies across estates. The system requires zero maintenance input from the end-user and approaches as close as possible a "heating as a service" model. This will be a framework agreement with no commitment or guaranteed level of business.
