FM21134 - Provision of Technical and Analytical Chemical Support
Notice Description
The final date and time for the submission of bids is Thursday 26th August 2021 at 11:00. DO NOT apply directly to the buyer. All tender information MUST be submitted through the Delta eSourcing Portal. UK Shared Business Services Ltd (UK SBS) on behalf of the Department for Business, Energy and Industrial Strategy (BEIS), wish to appoint a provider who can provide Technical and Analytical Chemical Support Services. UK SBS is managing this procurement in accordance with the Public Contracts Regulations 2015 (as amended from time to time) (the "Regulations"). Introduction and Summary of Requirements The Office for Product Safety and Standards (OPSS) within the Department is seeking to secure expert advice on a variety of issues relating to chemical and mechanical aspects of consumer safety. OPSS policy areas that fall under this contract relate to non-food and non-medicinal products such as toys, cosmetics, childcare articles, textiles, pyrotechnics and aerosol products. The programme of work will cover the following areas: * Advisory role on legislative requirements * Support for product safety legislation in British Standards and related activities in CEN and ISO * Ad hoc chemical advice in relation to product safety testing, enforcement and incidents * International product safety updates and horizon scanning * Programme management This particular OPSS advisory requirement will help to address critical questions on chemical and mechanical aspects of product safety, and/or issues that might arise due to future market developments. The aim of this work is to provide OPSS with robust and objective advice to aid evidence-based decision-making on product safety and ensure timely responses to emerging chemical and mechanical risks, thus strengthening ongoing consumer protection. This contract will be awarded based on the evaluation criteria set out in the RFP document. Responses must be received by the date and time in the tender documentation; responses received outside of the deadline or not sent via the Delta eSourcing portal will not be accepted or considered by the Contracting Authority further for this opportunity. Interested organisations should ensure that they allow a sufficiency of time, prior to the deadline to allow all sections to be completed in full and any attachments to be uploaded. As a user of the Delta eSourcing Portal you will have access to the Delta messaging service which facilitates all messages sent to you and from you, as well as other messages and updates in relation to any specific tender event. Please note that any and all information secured outside of the messaging service, shall have no merit or worth and should not be relied upon by any organisation submitting a tender response.
