Notice Description

Return Deadline is 17:00 hours on 9th August 2018. Suffolk County Council and St Edmundsbury Borough Council (the procuring authorities) are inviting tenders for the disposal of two sites at St Olaves Road, Bury St Edmunds IP32 6RW. The sites currently accommodate the former Howard Primary School building, which has been closed and is now vacant, along with the Newbury Community Centre and Carousel children's centre which must be relocated on the primary school site to release land for residential development. A location plan, site plan and ownership plan are included as appendices to this document. An outline planning consent for the housing and new centre has received resolution to grant. A section106 agreement is in place in draft which the successful bidder will be required to agree. Bidders are invited to tender on the basis that Suffolk County Council require a payment of PS1.15m for site with the remainder of the consideration to be directed towards the new community centre. Additional information: The Preferred Bidder will be selected through a single stage tender process. In order to participate in this procurement and to respond to this ITT, Bidders must use the Suffolk Sourcing system (http://www.suffolksourcing.uk/). Any clarification questions regarding the procurement process must be submitted on the Suffolk Sourcing system no later than 12 noon Monday 11th June 2018. However, please note questions should be submitted as soon as possible and will be answered as soon as possible. Bidders must specify whether they wish the clarification question to be considered as confidential between themselves and the Councils. The procuring authorities will consider any such request and will either respond on a confidential basis or give the Bidder the right to withdraw the clarification question. If the Bidder does not elect to withdraw the question and the procuring authorities consider the clarification question to be of material significance, both the question and the response will be communicated, in a suitably anonymous form, to all Bidders. Tenders must be submitted on the Suffolk Sourcing system and in accordance with the instructions in Section 4 of Part 1: Invitation to Tender - Information and Instructions. The deadline for Tender submission is 12 noon Thursday 9th August 2018. The Tender will be deemed to remain open for acceptance or non-acceptance for not less than ninety (90) days after the date of receipt of Tenders. The procuring authorities may accept a Tender at any time within this prescribed period. If the procuring authorities have not accepted the Tender within the specified period then the Tender shall remain in force without variation, but the Bidder may at any time thereafter give seven days' notice in writing to the procuring authorities or their agent, by hand delivery, registered post, or recorded delivery that the Tender is to be withdrawn. The procuring authorities' decision on whether or not a Tender is acceptable will be final. Any signatures must be made by a person who is authorised to commit the Bidder.
