SBRI-Child Sexual Abuse & Exploitation (CSAE) Disruption of live streaming challenge
Notice Description
This is a Small Business Research Initiative (SBRI) competition. The aim of the competition is to provide innovative solutions to disrupt live Online Child Sexual Abuse and Exploitation this may include identifying and disrupting financial transactions, detecting and disrupting live streaming, or other interventions for example psychological or behavioural. The competition involves Research and Development contracts, Feasibility Studies or Current Products delivered in an innovative way being awarded to demonstrate innovation and technical feasibility of the proposed solution. The competition funding is up to a total of up to PS300,000 including VAT. We expect to fund up to 5 projects. It is anticipated that each R&D feasibility study will cost about PS60,000, including VAT, for each project for up to 3.5 months. Applications must have at least 50% of the contract value attributed directly and exclusively for R&D services. The scope of this competition is to identify new and developing methods and technologies for informing hosting providers as to how they can identify, disrupt and prevent facilitation of real time livestreamed child sexual abuse and exploitation. Whilst any solutions to the livestreaming models outlined in the SBRI brief will be considered, the focus of this challenge is on: Technical or psychological/behavioural solutions for identifying, disrupting or preventing the live streaming of abuse, for example: i) identification of CSAE livestreams or associated chat logs, in real time or relating to the archiving of live stream content ii) making use of any wider indicators of CSAE to identify and disrupt the live streamed sexual exploitation. (iii) Identification of potential victims or offenders by hosting providers (iv) Deterrence of potential victims or offenders through behavioural insights or targeted communications. If your project's total costs or duration fall outside of our eligibility criteria contact us before you apply. We would welcome bids that bring together a consortium of sector specialists.
