Highways England is required to contract provision of commercial services. The Commercial Services Delivery Division (CSD), within the Commercial and Procurement Directorate support Operations Directorate to achieve good business outcomes by check and challenge of suppliers cost, time and supplier proposals using intelligence for effective decision making. It also protects the commercial interests of Highways England through active commercial contract, change and dispute management.
