Summary of the contracting process

The Housing Ombudsman procured digital delivery partner services to help define requirements for, and support the possible recommissioning of, its patchwork of customer-facing software. The intended outcome is an integrated digital customer front door that supports existing and future strategic priorities, including a possible major expansion of services to the private rented sector. The appointed partner is expected to facilitate and complement the Ombudsman’s in-house knowledge and expertise. This is a professional digital transformation and research and development service, delivered in London for the Housing Ombudsman. It is relevant to organisations providing digital strategy, service design, software transformation, systems integration and delivery support for public-facing services.

The procurement is complete and has been awarded following a selective procedure using a call-off from a framework agreement. The contract was awarded on 15 September 2026 to xSolutions365Limited T/A Create Future for £249,250. The contract period runs from 21 September 2026 to 20 September 2027. The tender had a submission deadline of 19 August 2026 at 10:00. The requirement was classified under CPV 73300000, covering research and development design and execution, and was treated as a services procurement. The opportunity was identified as suitable for small and medium-sized enterprises. The active award covers the full stated contract value and the single delivery requirement in London.

For suppliers assessing future demand, this award shows the Housing Ombudsman needs a partner able to work alongside an internal team on a substantial digital transformation programme. Credible competitors would need to combine service design and discovery with practical digital delivery, customer-facing software expertise and the ability to integrate or replace a fragmented technology estate. Experience creating a single customer access point, translating strategic priorities into digital requirements and supporting services that may expand into the private rented sector would be directly relevant. The selected supplier’s role also indicates the importance of facilitation, knowledge transfer and collaborative delivery rather than standalone technology supply. SMEs with demonstrable public-service transformation capability may be well placed to compete when this requirement returns.

HOS0069 - Digital Delivery Partner Work Page A

Notice Description

The Housing Ombudsman (HOS) is considering options to recommission its patchwork of customer-facing software, introducing an integrated customer 'front door' that better supports existing and future strategic priorities, including the possibility of a major expansion of its service to the Private Rented Sector (PRS). The project directly supports the following strategic aims listed in the 26/27 business case and 2030 corporate strategy. To help define the requirements and understand the potential of a new suite of digital tools, HOS require the support of a Digital Delivery Partner who can facilitate and complement our in-house knowledge and expertise.
