NHS Devon CCG - Treatment of leg ulcers
Notice Description
The following is a PIN notice only and is being placed to alert providers to a potential future procurement exercise for a Tier 2 Leg Ulcer Service. Any values and timescales stated within this PIN notice are for guideline purposes only and should not be taken as a guarantee. NHS Devon Clinical Commissioning Group ("the CCG") is considering their options for commissioning a Tier 2 leg ulcer service for patients who are registered with a GP in the Southern Locality. The Southern Locality comprises of 7 Primary Care Networks with a registered list size of approximately 290,000. The aim is to provide a high quality, comprehensive service for adults (over 18) with a non-healing leg ulcer to improve the quality of life for people with non-healing leg ulcers through the delivery of an outcomes focused model providing effective care and advice. This will be in line with national and local best practice guidance, and local population requirements. The vision for people with Tier 2 leg ulcers in the Southern Locality of NHS Devon CCG area is to receive high quality, effective services which are easily accessed. The service will operate with short waiting times and high responsiveness to the needs of local communities. The service will be free at the point of access. The Tier 2 Leg Ulcer Service will: * Secure the best possible outcomes for patients and their carers. * Ensure onward referral to specialist Services in a timely manner where required and prevent unnecessary referrals and admissions. * Improve local symptoms such as pain, exudate and odour and healing rate through the use of appropriate treatment in accordance with best practice, published guidance and clinical evidence and reducing unnecessary or inappropriate use of dressings and wound care products. * Promote the use of individualised care management plans for all patients with discharge communication to patients, carers and healthcare professionals that promotes long term leg care and reduces the risk of recurrence. * Provide appropriate patient education so that patients and carers may make informed choices and fully participate in their care and improve concordance/compliance. * Reduce inequalities and improve access, enabling those with physical, sensory or learning disabilities and those who don't speak or read English to have equal access to information and leg ulcer wound healing Services through appropriate information leaflets. * Ensure care is provided by appropriately trained and experienced clinicians who are able to demonstrate high rates of wound healing through appropriate and skilled care and advice. * Encourage the active identification and management of people with leg ulcers and improve awareness of the Service through provision of education and training to other health and social care professionals. * Have appropriate governance and policies Additional information: Interested Providers should complete the Engagement Questionnaire which is being used as an information gathering exercise by Devon CCG to inform the development of a procurement approach to the treatment of leg ulcers within the footprint of South Devon. Completed submissions are requested to be received by 12 noon (midday) on Tuesday 4th February 2020. All responses are requested to be entered into the question and submissions section in this document directly. Other formats are not required. Where supporting information is required this can be submitted as an additional attachment.
