001215 RFI Public Lending Right System Development and Support
Notice Description
Public Lending Right (PLR) is the system by which payment is made from government funds to authors, illustrators and other contributors whose books are borrowed from public libraries. The Library is seeking information to assist in system development and support of a PLR Solution, to manage the processes of populating and managing a register of interests detailing individuals' contributions in published books, audiobooks and eBooks, collecting and processing detailed borrowing data from public libraries to determine the payments due for registered interests, and handling all associated interactions with users throughout these processes. The solution we are seeking must provide assurance, enabling us to demonstrate compliance with PLR legislation in the UK and the Republic of Ireland, technologies used will integrate with the library's strategic systems and processes, and must be extensible. The library is seeking potential suppliers who are able to assist with the refinement of business requirements and who are willing to work collaboratively to agree and deliver a solution which supports on-going business change and the transition to PLR's target operating model. We need to know what technologies and/or services might be suitable, together with indicative costs of proposals, development, support and maintenance. The Library is therefore inviting potential vendors to provide information on the potential options available around System Development and Support for a Public Lending Right Solution. This RFI is being undertaken as part of the Public Lending Right Review project. It forms part of our work in market discovery and analysis to help with setting out the future requirements of the Library. The information gathered under this RFI may be used to evaluate potential suppliers and products to produce a shortlist for invitation to tender or procurement via a government framework agreement. Additional information: IF UNREGISTERED PLEASE FOLLOW THE INSTRUCTIONS BELOW TO REGISTER 1. Register your company on the e-tendering portal (this is only required once). Select the 'Login or register to participate' link above and click the 'Click here to register' link on the home page. Accept the terms and conditions and click continue, Enter your correct business and user details, Note the username you chose and click Save when complete, You will shortly receive an email with your unique password (please keep this secure). 2. Respond to the RFI Login to the portal with the username/password, Click the ITT's Open To All Suppliers link. Click on the relevant RFI Click the Express Interest button in the Actions box on the left-hand side of the page, This will move the RFI into your My ITT's page. (This is a secure area reserved for your projects only), You can now access any attachments by clicking the Settings and Buyer Attachments in the Actions box 3. Responding to the RFI You can now choose to Reply or Reject (please give a reason if rejecting), You must use the Messages function to communicate to the Library and seek any clarification, Note the deadline for completion, then follow the onscreen instructions to complete your response to the RFI. You must then publish your reply using the publish button in the Actions box on the left-hand side of the page Additional Notes
