Summary of the contracting process

The Department for Business, Energy and Industrial Strategy is currently conducting a tender for the purchasing, distribution, and administration of solid fuel benefits for qualifying former employees of the coal industry, which is part of the National Concessionary Fuel Scheme. The tender period ends on 15th February 2019, with the contract expected to commence on 2nd September 2019 and run until 28th March 2023. The service addresses beneficiaries primarily located in England, Wales, Scotland, and the Isle of Man, with an estimated contract value of £22.2 million for the initial three-year period, possibly extending to £32.4 million with additional options. The relevant industry category is services related to coal-based fuels, as denoted by the CPV code 09111200.

This tender represents a significant opportunity for businesses involved in fuel supply, distribution, and logistics, particularly those capable of administering solid fuel services to specific demographics. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) would be well-positioned to compete, especially if they have experience in similar contracts or specialised capabilities in fuel logistics across the UK, including managing deliveries to geographically diverse areas and varied beneficiary needs.
