Summary of the contracting process

Essex County Council procured an employee assistance programme providing confidential, professional support for employees facing personal or work-related issues. The service covers counselling, guidance and resources for challenges including stress, anxiety, depression, substance misuse, and financial or legal problems. It forms part of the council’s wider employee wellbeing offer, intended to support a healthy and productive workforce. This is a company health service (CPV 85147000), delivered across England, including the East of England, London, the South East, South West, Midlands, northern regions and Yorkshire and the Humber. The requirement is for a single provider able to deliver support consistently across the council’s geographically broad workforce.

The procurement is complete and was awarded through an open procedure. Bids closed on 10 July 2023 at 12:00. The estimated procurement value was £351,000. Vita Health Group was awarded the contract on 1 August 2023 for £79,875.88. The award record gives a contract period from 3 August 2023 to 31 August 2028. The initial award information recorded an end date of 31 August 2025, later extended to 31 August 2028. The award is active. Essex County Council identified the opportunity as suitable for small and medium-sized enterprises. The requirement was evaluated through the open procedure, with the published information describing the service scope rather than individual scoring criteria.

This procurement indicates sustained demand from Essex County Council for an employee assistance provider capable of supporting a large, dispersed public-sector workforce across England. Relevant competitors would need the operational capacity to provide confidential and timely access to professional counselling, guidance and practical resources, covering both workplace and personal difficulties. Experience across mental health and wellbeing support, including stress, anxiety and depression, would be directly relevant, alongside the ability to address substance misuse and financial or legal concerns. Providers should be able to deliver a reliable, consistent service at scale and demonstrate how employees can access effective support across multiple regions. The council explicitly considered the requirement suitable for SMEs.
