Parking Enforcement Contract for the London Borough of Waltham Forest
Notice Description
The London Borough of Waltham Forest invites suitably qualified and experienced organisations to Tender for the Contract for the Provision of Parking Enforcement and Related Services in the London Borough of Waltham Forest. The Contract will commence on 1st January 2020 and, subject to satisfactory performance, shall continue up to and including 31st December 2025. At the sole discretion of the Authority the Contract Period may be extended in two year periods as the Authority deems appropriate up to a maximum of four years, providing a possible total Contract Period to midnight on 31st December 2029. The Contract relates to the enforcement of on and off-street parking places, waiting and loading restrictions and other restrictions across the whole of the Borough by the issuing of Penalty Charge Notices by Civil Enforcement Officers, together with a range of associated services including the processing of notices; provision of enforcement agent services; enforcement using mobile camera cars; enforcement of moving traffic contraventions; management and maintenance of pay & display machines; car park maintenance; and the provision of a removals, storage, release and relocation service. Full details of the scope and requirements are included within the Tender documents. Tenderers shall be experienced in providing similar services and shall also be required, as part of their Tender, to complete a standard Selection Questionnaire (Minimum Standards) containing information about their economic and financial standing, technical capability and other general information. This information will be assessed to establish that the Tenderer is financially viable and technically capable of undertaking a contract of this nature. Tenderers shall be aware that as a pre-condition to their Tenders being evaluated, they will have to satisfy the Authority's minimum financial standing requirements together with the mandatory and discretionary grounds for exclusion each as detailed more fully in the Selection Questionnaire. The Authority shall only evaluate tenders submitted by those organisations whose annual turnover is PS6,216,000 or above. The Authority considers that the Transfer of Undertakings (Protection of Employment) Regulations 2006 as amended by the Collective Redundancies and Transfer of Undertakings (Protection of Employment) (Amendment) Regulations 2014 ("TUPE") are likely to apply to the Contract. Organisations will be required to comply with their obligations under TUPE and to do so within the submitted Annual Contract Sum. To obtain the Contract Documents: * Register your organisation free of charge at www.londontenders.org; * Await acceptance. You will receive an e-mail confirming your username and password for the London Tenders Portal; * Use your username and password to log in to the London Tenders Portal and express your interest in the Contract; * After you have expressed an interest you will receive an e-mail link to access the Contract Documents; * Then follow the guidance contained in the Instructions to Providers; * All Tenders must be submitted via the London Tenders Portal. THE CLOSING DATE FOR RECEIPT OF TENDERS IS 12:00 HOURS (NOON) ON WEDNESDAY 6 FEBRUARY 2019. THE AUTHORITY RESERVES THE RIGHT TO EXCLUDE ANY TENDERS RECEIVED AFTER THIS DATE AND TIME.
