Summary of the contracting process

The Gambling Commission is seeking tenders for the "Young People Omnibus Survey" within the research and development services industry, specifically addressing gambling prevalence among young people aged 11-16 in Great Britain. This procurement is currently in the Award stage, with key dates including the contract period starting on 1st September 2019 and ending on 31st October 2022. The tender process was selective and involved a call-off from a dynamic purchasing system, with responses due by 26th August 2019.

Notice Title

Young People Omnibus Survey

Notice Description

The Gambling Commission has delivered a series of annual reports into the prevalence of gambling among young people aged 11-16 in Great Britain. For the last few years, the survey has been conducted using Ipsos MORI's Young People Omnibus. The latest published report from 2018 can be found here (the 2019 results are due to be published October-November 2019). We are seeking competitive tenders to undertake the Young People and Gambling Survey for the next two years (2020 and 2021) with an option to extend for a third. This brief provides an outline of a specification for the work required. In 2018 we started to transition the survey from a face to face self-completion methodology to an online data collection methodology, primarily to ensure better data quality and to be able to control survey routing. In 2019 the survey was completed 100% online and we would like to continue with this methodology in the future. Our preference is to keep the other aspects of the survey design (including the sampling process whereby schools are selected and the classroom based self-completion approach) similar to previous years so that despite shifting to an online approach we can still retain as much comparability with previous years' results as possible. We also open to suggestions for alternative approaches which you believe would enhance the survey.
