Summary of the contracting process

The Oxfordshire Integrated MSK Assessment, Triage and Treat (MATT) Service tender is being initiated by the NHS South, Central and West Commissioning Support Unit. This procurement, categorised under community health services, is currently in the planning stage, scheduled to run from 1st April 2017 to 31st March 2018 with a budget of £1,300,000. The procurement aim is to develop an integrated model of care for musculoskeletal (MSK) conditions, enabling effective service delivery across Oxfordshire. A provider engagement event is set for 26th May in Oxford to discuss plans and gather feedback from potential providers.

This tender presents significant growth opportunities for businesses specialised in healthcare services, particularly those involved in musculoskeletal treatment and integrated care models. Companies offering physiotherapy, orthopaedics, and related health services, especially small and medium-sized enterprises (SMEs) and voluntary sector organisations, would be particularly well-placed to compete in this procurement. By participating in this contract, businesses can contribute to enhancing patient care while expanding their service offerings within the NHS framework.

Notice Title

Oxfordshire Integrated MSK Assessment, Triage and Treat (MATT) Service

Notice Description

Oxfordshire Clinical Commissioning Group (OCCG) is seeking to engage with providers of MSK services in advance of a forthcoming tender for a new integrated MSK Assessment, Triage and Treatment (MATT) Service within Oxfordshire. OCCG's MSK services are currently provided under different contracts with various providers that have been commissioned at different times and have not been designed to work together within an integrated model of care. The vision OCCG is looking to create a service in which people with musculoskeletal conditions can access high quality, effective and timely advice, assessment, diagnosis and treatment to enable them to fulfil their optimum health potential and remain independent. This will be accomplished through systematically planned services, based on the patient's journey and with integrated multidisciplinary working across the health economy. The proposal - An Integrated Model The proposed integrated model involves eight key areas of change: 1. Self-management 2. Self- referral 3. Person centred care approach (care planning, shared decision making and patient centred outcomes) 4. Networking with third sector 5. Integrated Information Management system with viewing access for appropriate clinicians and patient 6. Primary and secondary care interface meeting 7. 'One stop shop' Integrating triage and assessment with primary care treatment 8. Oxfordshire spinal pathways to be aligned with Pathfinder national spinal pathways Scope of service The MSK service will be for people registered with an Oxfordshire CCG General Practice over 12 months of age and will include: * Referral, triage and assessment processes * Patient choice and appointment booking * Orthopaedics * Rheumatology * Podiatry * Primary Care Physiotherapy * Specialist Physiotherapy * Women's Physiotherapy * Orthotics * Diagnostics * Rehabilitative pain management * Special requirements for patients with a learning disability * Special requirements for patients with a mental health condition * Special requirements for patients with congenital physical disability * Access for patients entering the health system via the falls prevention service * Access for patients entering the health system via Minor Injuries and Trauma Exclusions * Chronic pain management Note: The values quoted are estimated value per annum It is currently envisaged that any contract tendered will be for a period of 3 years with an optional extension of a further two years. OCCG will be holding a provider engagement event on 26th May (afternoon) in Oxford at which OCCG will share its plans and seek comment/answer questions from providers. If you would like to attend this event please contact akilham@nhs.net to book your place.
