Summary of the contracting process

The West Midlands Combined Authority (WMCA) is initiating a tender for a Strategic Assets Framework Agreement aimed at asset management across its portfolio. This procurement process is currently in the Tender stage, with a submission deadline set for 12:00 noon on 12th April 2021. The framework will span a maximum of six years, starting on 1st May 2021, and covers various lots including BIM, inspections, small works, and structures. The contract falls under the technical inspection services of engineering structures within the services category, and businesses may submit bids for one or more lots through the WMCA's e-tendering portal.

This tender presents significant opportunities for growth for businesses specialising in asset management and related services, particularly small and medium-sized enterprises (SMEs) and voluntary community sports enterprises (VCSEs). Companies that provide technical inspections, building works, or BIM services will find this an ideal opportunity to compete. The evaluation criteria will favour competitive pricing and quality, allowing various businesses to participate and potentially secure contracts that could enhance their service offerings and market presence over the duration of the framework.

Notice Title

Strategic Assets Framework Agreement

Notice Description

The Strategic Asset Management team are responsible for all of the asset information for all of the different asset groupings that exist within the portfolio of the West Midlands Combined Authority (WMCA). Due to various existing arrangements coming to an end and new services required the WMCA requires a new framework consisting of the following Lots: - Lot 1 - BIM - Lot 2 - Inspections - Lot 3 - Small Works - Lot 4 - Structures The WMCA is looking to establish a six years maximum term Framework Agreement with one supplier for Lots 1 and 4 to ensure consistency over that period and then multi-sourcing with a minimum of 4 suppliers envisaged for Lot 2 in total with a sole supplier for vacant land and building inspections and mini competitions for ad-hoc surveys. Lot 3, due to the potential variety of works, will be issued via mini competition to ensure competitiveness across the period. A longer-term framework is required due to the extended timescales within Lot 4 in relation to the inspection programme for continuity. Bidders can apply to be included for any or all Lots of the framework. Bids are being assessed on the basis of 60% price and 40% quality for all Lots apart from Lot 3 which is 70% price and 30% quality. In order to access the documents and submit a bid please do so through BravoSolution, the WMCA's e-tendering portal (https://wmca.bravosolution.co.uk). The tender reference is itt_932 and if you are not already registered on BravoSolution it is free and usually only takes a few minutes to do so. Please submit all responses by the tender return date of 1200 noon on Monday 12th April 2021 and if you have any clarification questions please submit these by the deadline of 1200 on Wednesday 7th April 2021. Following evaluation of bids it is the intention to commence this Framework Agreement on 1st May 2021.
