GB-Telford: Domestic Abuse Perpetrator Programme

Notice Description

The provision of a domestic abuse perpetrator intervention is a high priority for Telford & Wrekin Community Safety Partnership Board and Domestic Abuse Strategic Partnership. It is seen as a key means of breaking the cycle of domestic abuse. There are a range of perpetrator programme models in the UK; however, this is a new service to be integrated in Telford as part of the community response to Domestic Abuse. The aim of the pilot is to inform the development of a high quality, equitable, and accessible service for adult perpetrators of domestic abuse to enable them to address their behaviour, reduce the risk to victims of domestic abuse and for a programme that provides interventions to stop the repeats and escalations, and protect children and families to prevent the next generation of children and reduce the cycle of abuse. This program will need to be accessed on a voluntary basis by service user(s). The core elements of the Service are the provision of: *One-to-one and group work options, both face-to-face and virtually considering COVID-19 regulations and restrictions. *Assessment of individual need and individual prevention plan. *Include therapeutic interventions e.g. cognitive behavioural therapy, solution focused therapy, or other appropriate interventions designed around individual needs. *A plan for risk minimisation to victims, working with an identified victim support service locally; West Mercia Women's Aid, Shropshire Domestic Abuse Service and other such services, and affected children and young people. *Some co-working with a local provider of victim support services. *Interventions are co-facilitated and delivered by male and female workers who are members of an appropriate governing body (Respect Accredited - or working towards). *To also identify and offering support to those who are felt to be at risk of becoming perpetrators of domestic abuse, identified either by another agency or self-referral in line with agreed criteria. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement. Anticipated contract start date is 1st April, 2021 and the Council can award a contract for up to 2 years with an option to extend for a further period of up to 2 years (subject to funding availability).
