Summary of the contracting process

The procurement process involves Durham County Council seeking cleaning services for the Drug and Alcohol Recovery Service (DARS) at the Centre for Change in Whinney Hill, Durham. The contract, which has an estimated award value of £31,073.46, was awarded to BETTAKLEEN LIMITED on 11th October 2021, following a negotiated procedure without prior publication. The contract period is set from 1st February 2022 to 31st July 2023. This tender comes amidst the continued operation of the DARS and aligns with upcoming changes under the NHS Provider Selection Regime expected to take effect in April 2022.

This cleaning contract presents significant opportunities for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) to engage in public sector work. Companies specialising in janitorial and cleaning services would be particularly well-suited to participate, especially those experienced in delivering services within healthcare settings. The extension of the contract indicates a stable demand for these services, making it essential for interested businesses to prepare competitive bids to tap into this ongoing opportunity.

Notice Title

Cleaning Contract for the Drug and Alcohol Recovery Service (DARS) - Centre for Change

Notice Description

Public Health currently has a contract in place with for cleaning services for the drug and alcohol recovery centre that is located at the Centre for Change, Whinney Hill, Durham. The contract end date is 31 January 2022, which is aligned to that of the overall Drug and Alcohol Recovery Service (DARS) contract with Humankind. A procurement exercise was due to be undertaken in 2021 for the DARS, with the intention being to incorporate the requirement for cleaning services for the recovery centres within the new service specification. However, as the DARS contract is likely to be eligible for the new NHS Provider Selection Regime that is due to come into effect from April 2022, an extension to the DARS contract of 18 months to 31 July 2023 was recommended and subsequently approved in June 2021 in order to maintain the current specialist cleaning provision. The request is therefore to extend the incumbent contract from 1 February 2022 to 31 July 2023 to align with the extension period for the DARS, after which point the responsibility for cleaning of recovery centres will be included within the service specification for the DARS. The award value detailed is based on the potential annual increase to the wage of the staff completing the work and therefore is an estimate.
