Integrated Care Partnership for the Western Locality of NEW Devon
Notice Description
Following extensive design and consultation work, NEW Devon CCG (the Commissioners) are launching a formal market engagement process to inform the commissioning of an Integrated Care Partnership (ICP), for services for adults and older people in the Western Locality of Devon In 2014, Plymouth's Health and Wellbeing Board articulated a vision based around three pillars of integration: * Integrated Commissioning * Integrated Health and Care Services * Integrated System of Health and Wellbeing In 2015, Plymouth took the first step in delivering Integrated Health and Social Care Services by transferring the Council's Adult Social Care service to create an Integrated Community Health and Social Care provider. Whilst progress has been made in integrating care between organisations, Plymouth's Health and Wellbeing system still faces significant demand challenges and service users still feedback that care is fragmented with multiple handovers between teams. In response to this case for change, commissioners developed Plymouth's Strategic Health and Wellbeing System Commissioning Intentions 2018-20. This articulates the need to take the next step towards an Integrated Health and Care service. Commissioners are therefore seeking to commission an ICP for adults and older people to bring together Community Health, Adult Social Care, Mental Health and Learning Disability Services to be delivered in line with the Devon STP blueprint for Integrated Care. As a minimum, ICP will be commissioned to deliver the following services: * Community Health * Adult Social Care * Mental Health * Learning Disability The CCG is also exploring, with NHS England, the inclusion of a second lot in this procurement for provision of primary medical services for the Mayflower Practice, Plymouth. Inclusion of this will provide opportunities for increased integration with primary care. For further details please refer to the Strategic Commissioning Intentions for the Plymouth Health and Wellbeing system 2018-20 and the Integrated Care Model blueprint. This is available at https://in-tendhost.co.uk/scwcsu/aspx/Home. The maximum annual value is expected to be in the region of PS76,500,000 per annum, although this is subject to change. It is anticipated that any contract is expected to be for an initial period of 10 years, with options to extend the initial period by any period or periods up to a maximum of a further 5 years. Additional information: Market Engagement Event NHS Northern, Eastern and Western Devon CCG is looking for expressions of interest from suppliers to attend a market engagement event for the Integrated Care Partnership in Devon on 26 February 2019 at the Future Inn, Tavistock Road, Plymouth. To register an interest and attend the market engagement event, interested parties are asked to register on the commissioners e-procurement portal via the following link:https://in-tendhost.co.uk/scwcsu/aspx/Home This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit NHS Northern, Eastern and Western Devon CCG or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. NHS Northern, Eastern and Western Devon CCG will not be liable for costs incurred by any interested party in participating in this exercise. The project reference is NEW Devon CCG - Integrated Care Partnership for the Western Locality. Once you have expressed interest please download the Market engagement template and return the completed form to confirm attendance. The form requires details of who will be representing your organisation (full name and job title). A maximum of 3 invitations per company can be provided. The closing date for requests to attend the Provider Engagement Event is 12:00 midday on 21 February 2019. This process is being carried out by NHS South, Central & West Commissioning Support Unit (SCW) on behalf of the Commissioners. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
