Notice Description

BACKGROUND livin (the Client) is a registered Provider formed following the Large Scale Voluntary Transfer of local authority housing. The Client has been, in part, awarded funding from the Department of Communities and Local Government to produce a Masterplan and Implementation Plan to regeneration Western estate in Newton Aycliffe as part of a holistic approach to transforming the community. The Project Manager and Design Team must be in place in July 2017, with a final plan to be complete by March 2018. PURPOSE AND SCOPE OF TENDER Tenders are invited for Project Management services as well as proposals and costs for a team to deliver a masterplan and implementation with the community. The Client will expect to see (although not exhaustive) as part of the tender a proposal for the following professionals: - Architects - master-planning and landscape - Planning consultant - Cost consultant - Engineer - Sales and market advice - Legal and land advice It is envisaged that the successful tenderer will assess the need of the Client based on the Invitation to Tender (ITT) and recommend an appropriate number of days to fulfil the work scope. In the event the Tenderer does not consider the outlined "scope of work" to be inclusive of all that he/she, as a professional in the field would anticipate then the Tender should outline any additional requirements and price. The Client reserves the right to consider any additional requirements as it thinks appropriate....er the outcomes - Convene and chair all principle Project meetings and issue instructions on behalf of the Client - Advise Client on specialist services and areas of concern - Project Manage Professional Team and monitor the delivery of performance and outcomes - Reporting regularly to the livin Community Regeneration Manager - Reporting regularly to the Western Core Group (leadership team) - Work and coordinate directly with community engagement and development specialists TIMESCALES It is expected that the contract will be underway by the 10 July 2017, and the main design team assembled by the end of July 2017. Funding requirements dictate that the Masterplan will be complete by 31 March 2018. If a feasible and viable scheme is achievable is expected that a full planning application will be submitted September 2018. OTHER CONSIDERATIONS Outside this contract there is resource that will be directly commissioned by livin as required by the design team for site investigations and surveys, as well as Outline Planning Consultation with Durham County Council. Working alongside the design team there will also be resources at livin and Durham County Council that will be building up commercial capacity in order to assess the delivery preferred options going forward. Further to this livin is commissioning a third party organisation to undertake a community engagement role, therefore creating a platform for the design team to consult and involve the community.
