Notice Information
Notice Title
Triangulation project
Notice Description
Review the use of triangulation methods by water companies during the 2019 Price Review to identify good practice. This should produce a set of recommendations to share with the industry. CCW can assist by liaising with companies to obtain information about their approach to triangulation where these are not publically available. A number of interviews with company research managers and Ofwat should also be carried out to understand the advantages and limitations in the use of triangulation at the last price review. ICF produced a set of principles and a triangulation framework for CCW as part of a review in 2017 . These will need to be updated or replaced, depending on the results of the good practice review. The main output from this work will be a report that should cover: - How different companies used triangulation at PR19 to arrive at their business planning decisions - this should look to identify why some companies did well and others struggled in using triangulation - Whether triangulation should be used for all aspects of business planning, or only for specific elements (i.e. Performance Commitments & Outcome Delivery Incentives). - Identify good practice and why this is good practice - The elements of good practice that should be adopted by the industry as a whole. - Ongoing triangulation - how companies can put in place frameworks now to capture their Business As Usual (BAU) and community engagement as part of a rolling cycle of engagement. - An update to the ICF/CCW principles and framework to create a new good practice triangulation framework ahead of PR24 - If there are any innovations in triangulation from other sectors that could be used in the water sector. Additional information: Documents are available via the Bravo Solutions e-tendering platform. URL given below. All bids and communications must be submitted through this portal.
