Summary of the contracting process

The Buckinghamshire Council is initiating the “Buckinghamshire Highways Framework Arrangements” procurement process, focused on construction and maintenance services for highways, roads in England. Currently in the planning stage, the Council is set to establish a new delivery model for highway services following a comprehensive review, with the aim of improving in-house capabilities. Notable dates include the engagement end date on 23rd February 2022, after which a virtual Market Engagement Event will take place on the 24th February 2022. This procurement will involve separate frameworks for minor and major works, with contracts expected to be tendered for a maximum duration of four years, beginning on 1st April 2023.

This tender presents significant growth opportunities for small and medium-sized enterprises (SMEs) specializing in highway construction and maintenance services, including areas such as surfacing works, surface treatments, and consultancy services. Firms capable of delivering minor and major highway works are particularly well-suited to compete, especially those with experience in integrated service contracts. The virtual engagement event offers a platform for potential bidders to gain insights into the procurement process and ask questions directly to Council representatives.
