Notice Description

Assessment and rapid move-on service for people sleeping rough London We are seeking input on the future service through the following link: https://forms.office.com/e/zwzFtYNQ56 As part of the Mayor's 'Life off the Streets' programme, the Greater London Authority (GLA) is giving notice of an early opportunity for provision of an assessment and rapid move-on service for people sleeping rough in London. Delivery of the service will commence on 01 April 2024. This contract will be a continuation of the No Second Night Out service currently in operation (delivered by St Mungo's), although significant changes to the service model are possible. NSNO is a 24/7 pan-London assessment and reconnection service for people rough sleeping. It accepts referrals from outreach teams and aims to identify and rapidly deliver a sustainable route off the street for those it supports. It currently works with around 2,000 people each year, 85% of whom leave rough sleeping. There are currently three 'turnaround hubs' which are open 24 hours a day 7 days a week, providing a safe and secure environment away from the streets where a thorough, rapid assessment of someone's needs and circumstances can be undertaken. The service aims to identify a move-on plan of a suitable route away from rough sleeping and support the person to achieve this as quickly as possible. NSNO also ensures that peoples' urgent physical, substance misuse and mental health needs are addressed. Alongside the turnaround hubs, there are 155 single occupancy beds which provide can short-term accommodation for up to 1 to 2 months. The bedspaces are for those who the who require further casework from a settled base to identify and then secure a longer-term route out of rough sleeping, or those who are waiting on an already identified move-on option. These sites can accommodate people with a range of different support needs and include some bedspaces specifically for immigration advice cases. The service also administers and provides pan-London overflow Severe Weather Emergency Provision (SWEP). Leases for two hub spaces and a short-term accommodation 'staging post' with 26 single occupancy units will be available to the successful bidder. The bidding organisation will be required to source and provide appropriate site(s) for any additional hub and accommodation by the commencement date. Any sites/buildings will: * provide a safe, welcoming and Psychologically Informed Environment * be within Greater London, and have regard to the client group's needs and strategic considerations such as location of other services * have the appropriate planning permissions * conform to all relevant building and safety legislation. The current intention is to let the service with an initial contract value of up to circa PS17m for three years (~PS4.5m/annum core funding and in 24/25 an additional ~PS3.5m from government's RSI 2022-25 programme), with the possibility to extend for a further two years.
