Summary of the contracting process

Wigan Council is seeking a qualified provider for the "Haulage and Treatment of Domestic Mixed Recyclables 2020" contract, aimed at managing recyclable waste collected by its in-house team. The procurement falls under the "Refuse and waste related services" category and employs an open procurement method. The tender period has concluded, with proposals originally due by 23rd September 2019, and the contract is set to begin on 1st January 2020, lasting for two years with possible extensions. The estimated contract value is £700,000, and the collection will take place at the Waste Transfer Station located in Makerfield Way, Wigan.

This procurement presents opportunities for businesses in the waste management and recycling sectors, particularly those experienced in haulage and treatment of domestic mixed recyclables. Small and Medium-sized Enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to compete, as the procurement explicitly welcomes their participation. With the requirement to manage large volumes of waste daily, businesses with robust logistical and operational capabilities in recycling could greatly benefit from this contract.

Notice Title

Haulage and Treatment of Domestic Mixed Recyclables 2020

Notice Description

Wigan Council is seeking a suitably qualified Provider to manage the Haulage and Treatment of waste Domestic Mixed Recyclable (DMR) collected at the Kerbside by Wigan's in-house collection team. The DMR waste includes metal packaging (steel tins, aluminium cans, aerosols, foil, biscuit tins), glass bottles and jars, and plastic packaging (plastic bottles, pots, tubs and trays). The contract length is two years, with an option to extend by two further periods of two years each. It will involve the collection of approximately 18,000 tonnes of DMR per annum from Wigan's Waste Transfer Station located in Makerfield Way, and the Provider will be required to move approximately 80-90 tonnes (4-5 articulated vehicles) per day. The waste will need to be delivered to the Provider's own facility, where it will need to be separated into separate products that can meet the necessary standard for sale to the recycling industry. The contractor will be required to actively manage the haulage, report monthly data, provide contingency options and deliver social value. Additional information: Responses must be electronically upload via 'The Chest' e-procurement portal (https://www.the-chest.org.uk).
