Summary of the contracting process

The Department for Environment, Food & Rural Affairs (DEFRA) has concluded a procurement process for the provision of an external audit for Phase 3 of the BCGcattle project. This contract, classified under research consultancy services, targets the control of bovine TB through field trials of a vaccine and DIVA test. The awarded contract to Clinical Research & Communication follows a direct procurement method and was completed below the threshold via a single tender action. Significant dates include the start of the contract period on 28th October 2025, with completion projected for 31st March 2027. The procurement took place at Seacole Building, London, England, reflecting DEFRA's commitment to advancing veterinary diagnostics and ensuring compliance with GCPvet standards.

This tender offers substantial business opportunities in the field of research consultancy, particularly for large-scale organisations with expertise in veterinary audits and safety compliance. Clinical Research & Communication's involvement highlights the demand for firms capable of providing specialised consultancy and compliance checks vital in field trials. Although the contract is not suitable for SMEs or VCSEs, it presents a prime opportunity for companies with similar capacities to engage in future procurement processes with DEFRA, potentially enhancing their portfolio within public sector projects aimed at disease control.

Notice Title

Contract for the provision of External Audit of BCGcattle Phase 3

Notice Description

The requirement is for the current external auditor to be based on the extended field work to complete Phase 3 of the field trials. Defra have invested in the development of a vaccine and companion DIVA test for bovine TB and it is expected that these will be a key tool in the control of this disease. For granting of a Marketing Authorisation (MA) by VMD a field trial of both diagnostics demonstrating safety and specificity must be run in the field. The external auditor will ensure that the field trial complies with GCPvet by performing audits as well as providing consultancy as and when required. Any significant deviation from GCPvet would risk granting of the MAs, and the field trial having to be repeated.
