Defra Theory of Change Tool

Notice Description

The requirement is to design and produce a bespoke Theory of Change tool to capture linkages between activities, outputs and outcomes, to assist Defra in policy evaluation and implement the Public Value Framework approach. A practical tool is required to better enable Defra teams to generate robust and dynamic Theories of Change for the evaluation of programmes and strategies across Defra's complex policy remit. The Defra Theory of Change tool will provide clear accountability on how initiatives will deliver and measure outcomes, including metric development. The tool should be informed by a review of existing tools and literature on Theory of Change and complexity aware evaluation, including Defra's Complexity Evaluation Framework, and should be developed using an agile methodology while delivering Theory of Change workshops on a number of Defra's priority programmes. This commission will be delivered between January and early June 2021.
