Summary of the contracting process

The Broads Authority is conducting a tender for the phased replacement of marker posts in the Breydon Water area, titled "Breydon Water phased marker post replacement works." This procurement falls under the industry category of works, with a focus on piling. The contract is set to commence on 1st March 2021 and will extend until 1st May 2025. The tendering process, which adheres to an open procedure, took place with a closing date of 12th December 2020. The estimated work will involve replacing 10 to 16 posts biannually, with the project planned outside of the wintering wildfowl period and peak boating traffic months, specifically between March to June or September to mid-November. The total contract value is approximately £150,000, with a minimum value of £90,000.

This procurement presents significant opportunities for businesses, particularly small and medium-sized enterprises (SMEs) specialising in marine and civil engineering works. Suppliers that can offer innovative materials and sustainable practices for the replacement of timber posts with driven steel tubes may find a competitive edge. Engaging in this contract can enable businesses to expand their portfolio in public procurement and demonstrate their capability in handling substantial long-term projects, thereby fostering growth in their domains.

Notice Title

Breydon Water phased marker post replacement works

Notice Description

The marker posts installed in the Breydon channel are mainly timber with fibreglass caps. The Authority has chosen to gradually replace the wooden markers with driven steel tubes, following a life-cycle analysis incorporating unit cost, replacement rate and material sustainability. Highest priority is given to those posts that are broken or missing. The remaining posts are replaced according to condition, with the posts in the worst condition to be replaced first. Typically the replacement campaign in any one year would seek to work on between 10 - 16 posts. The replacement of marker posts is typically programmed between March to June or between September and mid-November. This is outside of the period of wintering wildfowl and avoids the peak period of boat traffic whilst taking advantage of more predictable calm weather. There are 58 marker posts to be replaced over a possible five-year period. Each phase of the works will be determined by a yearly condition report. The actual scope of works taken forward will be subject to the Contractor's pricing and funding availability, but it is estimated that the work packages will include 16 posts biannually.
