Notice Description

The objective of the Transport Modelling Panel will be to provide advice on quality and consistency with the Department's Transport Analysis Guidance (TAG) of the modelling, option development and economic appraisal that underpins the Value for Money Assessment. The advice will cover two aspects of the analysis: (1) Value for Money advice - whether the analysis addresses the aims of the fund, correct principles of proportionality have been applied, whether the transport modelling approach has been applied consistently with TAG and whether the uncertainties of modelling and forecasting would affect the conclusion on the value for money case; and (2) Analytical Assurance Statement advice - whether the analysis has been carried out consistently with the DfT Analytical Assurance Framework 'Strength in Numbers' . Where innovative approaches involving significant diversions from TAG have been used, a third, additional, output is required. This will be a summary of the innovative approach and the benefits and risks to understanding the impacts of transport investment and recommendations to the Department on whether this approach should be further considered when developing guidance. This will be in short note form.
