Notice Description

Oxfordshire County Council is seeking interest from potential providers on the delivery of a highly supported accommodation service for young people aged 18-25. A supported accommodation service is required for young people who have experienced multiple disadvantage and service exclusion. The young people are likely to have been or are at risk of homelessness and may have a mental health need, either diagnosed or undiagnosed. 12 units of accommodation are needed in or close to Oxford City. The accommodation should offer both privacy (ensuite bathrooms) and shared spaces (kitchens/ lounge areas) and 1:1 therapy rooms. The provider will also deliver up to 14 hours of support per week to each young person over 7 days/week. In addition, they will provide waking night cover and concierge to be shared across the 12 units. Specialist mental health support to be provided either by the support provider or via the County Council. The length of stay will be flexible, but it is expected that a young person may stay up to two years. Providers must be eligible to claim Enhanced Housing Benefit. The weekly unit cost for delivering the supported accommodation, including specialist mental health support, is expected to be up to PS1,900 per person. A contract will be offered for a 3 year term and the service must start by or before 1 April 2025. Elements of funding may be drawn down up to 3 months in advance. The aim of this exercise is to understand the provider market, current and emerging practices as well as likely level of interest in the potential procurement activity that the Council may carry out. It is also an opportunity for developing relationships with providers and gain insight on how they would approach the delivery of the service.
