Summary of the contracting process

The Department for Energy Security and Net Zero (DESNZ) is procuring delivery of the Combined Heat and Power Quality Assurance (CHPQA) programme, an energy-efficiency consultancy service supporting combined heat and power schemes across the UK. The work is divided into two areas: Lot 1 covers certification and assessment of scheme submissions, applicant support and data reporting; Lot 2 covers programme audits. The programme supports applicants seeking financial incentives and promotes energy-efficient solutions and energy security. The programme has operated for more than 20 years and is intended to continue delivering public benefit until 2030. Delivery is UK-wide, although the stated service locations also include the Channel Islands, Isle of Man, Europe, British Overseas Territories and other parts of the world.

The procurement is complete and both lots have been awarded to ICF Consulting Limited. The award was made on 19 October 2026. The stated award value is £1,090,388. The contract runs from 1 November 2026 to 31 December 2028. DESNZ used a selective procedure, making a call-off from a dynamic purchasing system. The work was split into two lots: certification, assessment, applicant support and data reporting under Lot 1, and audits under Lot 2. The published outcome identifies the same supplier for both lots and gives one award value for the procurement; it does not allocate separate values to the lots. The tender deadline was 8 September 2026 at 5pm.

For suppliers considering comparable future CHPQA work for DESNZ, this award shows demand for a joined-up programme delivery capability spanning technical certification and assessment, applicant-facing support, data reporting and audit. A credible competitor would need to demonstrate expertise in combined heat and power and energy efficiency, the ability to assess scheme submissions consistently, and sufficient audit capability to cover the programme alongside its administrative and reporting functions. Experience operating a mature assurance programme and supporting applicants who rely on financial incentives would also be relevant. The two-lot structure indicates that delivery may be organised across distinct service areas, while this outcome shows the buyer selected one supplier for both. The programme operates at UK scale and has a public purpose linked to energy-efficient solutions and energy security.

Notice Information

Notice Title

Combined Heat and Power Quality Assurance (CHPQA) Programme 2026

Notice Description

The CHPQA programme is a mature programme that has been delivered for over 20 years and supports applicants in accessing approximately PS321 million in financial incentives annually, contributing to the uptake of energy-efficient solutions across the UK and supporting energy security. The programme has no agreed end date but will continue to deliver a public benefit until 2030. CHPQA delivery is currently split into two Lots, and we intend to procure similarly. Lot 1 includes the certification and assessment of submissions made by schemes under the programme, and provision of support to applicants, as well as data reporting. Lot 2 delivers the audits for the programme. Both Lot 1 and Lot 2 have been awarded to the same supplier, ICF Consulting Services Limited.
