Notice Description

The Contracting Authority ('The Council') is seeking tenders from potential suppliers for the provision of Healthwatch Croydon. The Health and Social Care Act 2012 contains provision for the establishment of Local Healthwatch. The purpose of Healthwatch is to help achieve the aims described in the Government's white paper "Liberating the NHS" where: * people are at the heart of all health and social care services; * health and social care outcomes in England are among the best in the world; * the joining up of local NHS services, social care and health improvement is actively promoted; and * the views and feedback from patients and carers are an integral part of local commissioning across health and social care. Local Healthwatch organisations are the local consumer champion for patients, service users and the public, covering both health and social care. Local authorities have a statutory duty to commission a local Healthwatch organisation, which in turn has a set of statutory activities to undertake as set out in the legislation. The body contracted to be the local Healthwatch must be a social enterprise or a body which might reasonably be considered to act for the benefit of the community. The contract will only be awarded to an organisation who meets this criteria in the opinion of the Council The contract is due to commence on 1st April 2018. The proposed contract term is for a period of two (2) years with an option to extend for a further two periods of up to twelve (12) months each for a total contract period of four (4) years The procurement will carried in line with the Public Contract Regulations 2015 Light-Touch Regime rules under an amended Restricted Procedure for the purposes of procuring the contract and the tenders will be evaluated on the basis of achieving the most economically advantageous tender (MEAT) in the opinion of the Council. You must submit your completed tender and supporting documents via the E-Tender portal at www.londontenders.org no later than 12.00 noon on 10th November 2017. The completed tenders may be submitted any time before the closing deadline. The Council requires the successful Service Provider to comply with the London Living Wage. All potential suppliers are advised to read the supporting documents listed on the E-Tender portal, prior to responding to the invitation to tender. The Council considers that the Transfer of Undertakings (Protection of Employment) Regulations 2006"as amended by the "Collective Redundancies and Transfer of Undertakings (Protection of Employment)(Amendment) Regulations 2014 may apply to this contract.
