Summary of the contracting process

Barnsley Metropolitan Borough Council buys passenger transport for eligible children travelling between home and school, including children with special educational needs and those without. Services cover journeys within Barnsley and to destinations outside the borough, with single or return trips scheduled daily, weekly, fortnightly or once per school term. The council also needs transport to and from day centres for vulnerable adults covered by disability legislation. This is road passenger transport work serving Barnsley and destinations beyond the borough; specific routes and schools are not identified. The requirement supports access to education and day-centre services. Suppliers may need to cover a range of journey patterns and passenger groups across the borough and neighbouring areas.

The Summer 2026 refresh has been awarded following a restricted procedure under the council’s dynamic purchasing system. The award date was 31 August 2026, and 15 suppliers were selected: Platinum Travel Barnsley, Silverline Travel, AA Taxis, KP Taxis, Club Travel Ltd, Venture Taxis Ltd, Golden Seven Cabs Ltd, SM Travel Yorkshire Ltd, Martini Taxis, 24 x 7 Ltd, Nexus Taxis Limited, Call and Ride Ltd, ITravel Direct Limited, BM Travel Ltd and Travel Direct. The combined award value is £1,085,541 for the initial contract period from 1 September 2026 to 31 July 2027. The original tender’s submission deadline was 2 September 2026. The council may extend individual routes in later summer refreshes where there is no fundamental change to the route; the stated value covers the full duration.

This award shows recurring demand from Barnsley Council for school and adult day-centre passenger transport, with multiple providers selected to cover individual routes. Credible competitors will need to organise dependable scheduled journeys for eligible children, including those with special educational needs, as well as vulnerable adults. The service pattern can involve single or return trips at daily, weekly, fortnightly or termly intervals, so operators need to manage varied timetables and consistent delivery throughout school terms. The work serves destinations both within Barnsley and outside the borough, making coverage across the local area and neighbouring destinations commercially relevant. The selected suppliers include taxi and travel operators based in Barnsley and nearby towns, demonstrating a market served by passenger transport businesses operating at local and regional scale.
