2. THE REQUIREMENT CQC are looking to procure an external supplier to manage a representative 'people's panel' made up of members of the public who will give their views through tasks (surveys) via our online community. The recruitment process Manage recruitment of a minimum of 100 members of the public per cycle for a contract period of 12 months (panel refreshed every 3 months) We would like the supplier to outline: * how many people they would look to recruit (we need to have 100 people on each a panel as a minimum) * how often they would look to re-recruit new panel members (we need to refresh the panel at least every three months to prevent the participants from becoming CQC experts) We are considering recruiting a mix of people from the categories below but would look to the supplier to suggest alternative groups, given CQC's role and remit, about how we should split the percentage: * 20% who have not heard of CQC * 20% who are current users of general healthcare services * 20% who have used a hospital in the past year * 20% current users of social care services or carers of someone using social care * 20% current users of mental healthcare services or carers of someone using mental healthcare services Within these categories, we would specifically look to know if any of the following groups are represented for internal reporting purposes: * people with long term conditions * People with a disability including learning disabilities * Carers Payments of incentives Manage incentive payments (distributing vouchers) for the panel members when they have completed each task We would want the supplier to outline how they would: * process incentive payments * distribute incentive payments (vouchers) * audit of all incentive payments for each task with respondents We would expect incentive payments to be included in costed proposals for this work. Response rates CQC will continue to host their in-house technical solution for online community delivery. The limitations of our current technical solution mean that CQC will have to continue to manage day-to-day delivery of the site, including the upload of content and recruits. CQC will provide the supplier with updates on who has responded to tasks. We would look to the external supplier to outline in their bid and deliver innovative solutions to ensure a minimum number of responses (80) are achieved per task. This contract is for an initial twelve months in length however CQC reserves the right to extend the contract subject to agreement by both parties.
