Notice Description

The Royal Borough of Greenwich is seeking to commission a service for the provision of accommodation based support for socially excluded vulnerable adults. The service will be commissioned to support vulnerable adults with these support needs: * Substance misuse * Offending behaviour * Rough Sleeping Clients present with one or more of these primary needs but have a range of co-existing conditions such as: * Mental health * Disability * Chronic/long term illness * Institutionalised * Trauma (abuse) * Sexual exploitation * Care leavers (Adverse Childhood Experience) Clients will normally enter the pathway through an Assessment Centre where they are assessed before being placed in one of the five properties that are dispersed within the community. The service will be delivered from 6 properties (37 units). These properties were provided for this purpose by London and Quadrant Housing Trust and will be managed by the appointed Provider through a management agreement. The properties included in the proposed scheme are: Stage One: Assessment Centres Plumstead Common Road (12 beds and 7 beds) One centre for clients with more complex needs, which provides an initial safe placement for rough sleepers and clients with substance misuse and history of offending with higher levels of need. A comprehensive assessment of the client's needs can be completed and the client supported and assisted to engage with treatment and/or positive activities and to avoid offending and substance abuse. The service will provide 24 hour staffing cover from support staff and concierge (24 hour cover and duty system for the rest of the scheme). The other centre will provide an entry position into the service for clients with substance misuse and history of offending who have lower levels of need and are already engaging with treatment with clear treatment goals and objectives, and who don't require 24 hour onsite support. This centre will also provide step down for clients from the complex needs assessment centre as they progress through the service pathways towards permanent and independent accommodation. The service will provide support staff onsite Monday to Friday with concierge nightly. At the sole discretion of the council, the assessment centre could host a safe seat for a Greenwich resident for a notional period of 5 days accessible throughout the year. This would allow greater flexibility and use of resources through peaks in demand on homeless services. The following properties will be used to move on Service Users from the assessment centre or for those Service Users that can be housed without 24 hour on site or fixed concierge support. Stage 2- Shared housing with support Woodhill (4 beds, office & communal space) Eglinton Road (4 beds & communal space) Piedmont Road (2x2 bed flats) Floyd Road (6 beds & office and communal space) Additional information: Potential providers are hereby notified that there will be a Supplier engagement event on: Date: Monday 17th December 2018 Time: 2pm - 4pm Venue: YMCA, Sarah Turnball House, 43 Brewhouse Road Woolwich.
