Notice Description

Midland Heart currently operates on a broker agreement to manage our energy portfolio that has an approximate spend of PS3.5m per annum. We appointed the broker via an Open OJEU Procurement Process for an 8-year agreement that expires on 31st October 2024. The 8-year Contract duration gives the broker opportunity to purchase energy up to 4 years in advance of the supply period to obtain the best possible pricing for Midland Heart and its customers. The broker is responsible for query management, bill validation and the provision of an accurate budget as well as forward buying on the energy futures market. We have operated a broker model now for 11 years (supply period of 8 years) and we are looking to review the Strategy to decide whether the broker model and 4 year buying window continues to be the best value for money option for MH. We are looking for a supplier that can offer the most efficient and effective option where limited resource is required by Midland Heart to operate the model. Also important to us is a supplier with experience of managing a portfolio with annual spend in excess of PS3m and with good knowledge of Social Housing environments. We would like to hear from suppliers offering different options for our energy strategy including, but not limited to, brokers and suppliers. Midland Heart will hold face-to-face meetings in February. Selection for meetings will be based on the information provided in response to questions posed but also to provide MH with insight into a variety of options. To keep the process fair, every supplier will be asked to answer the set of questions attached to this notice prior to a meeting. The strategy will be approved in April and further meetings will be held with suppliers of the chosen strategy to help develop the appropriate procurement route. We are looking for suppliers that can offer a solution to the following requirements: * Query management * Bill validation/tariff checking * Energy procurement * Portfolio management * Forecast budget (6-12 months in advance of supply) * Back office meter services N.B. The closing date stated is the closing date for interest in this market engagement notice, the tender process has not yet started and a closing date has not been decided.
