Summary of the contracting process

Cumbria County Council is inviting tenders for a Framework Agreement for the Provision of Care & Support Services in Extra Care Housing, aimed at enhancing independent living for individuals in Cumbria, primarily older persons and younger adults with disabilities. This procurement falls under the health and social work services category, with a total contract value of £30 million. The contract period begins on 1st August 2019 and extends until 31st July 2023. Although the procurement method is open and the tendering phase has concluded, eligibility for access to the framework allows for new providers to join every three months as required.

This tender presents significant growth opportunities for businesses within the health and social care sector, particularly small and medium-sized enterprises (SMEs) and voluntary community social enterprises (VCSEs) experienced in delivering care services. Suppliers who can offer flexible, responsive care solutions are encouraged to participate, as the framework is designed to accommodate a diverse range of organisations committed to promoting independent living through effective support services.

Notice Title

Framework Agreement for the Provision of Care & Support Services in Extra Care Housing

Notice Description

In Cumbria the term 'extra care' housing is used to describe housing developments that comprise self-contained homes with design features and support services to enable people to self-care and continue to live independently. Whilst they are primarily for older people some may support younger people with disabilities. The 'extra' in extra care housing is generally recognised to be access to care services that can: * Respond quickly to residents changing needs * Provide unplanned care as and when required in addition to planned care * Provide an emergency response. This tender is for a framework to provide care and support services within Cumbria's existing Extra Care Housing schemes and future developments. This is a flexible framework which will allow new entrants to gain access every three months or as often as required by the Framework Users. Call off arrangements under the framework are set out in Schedule 1 of the attached Terms and Conditions.
