1415-159 Anti-Social Behaviour Patrolling Services
Notice Description
The Council have identified a problem with Anti-Social Behaviour across the Islington and at the Cemeteries that we operate through Islington and Camden Cemetery services (ICCS). We currently have an in-house service within Public Protection that needs additional support by a Metropolitan Police accredited contractor that can undertake dedicated Anti-Social Behaviour Patrols. This additional support is necessary to effectively respond to Anti-Social Behaviour issues on housing estates and streets. The benefit of using a supplier with Metropolitan Police accreditation enables patrol officers to exercise powers normally reserved for the Police, such as issuing fixed penalty notices, lawfully obtaining names and addresses and detaining individuals. An accredited patrol service is a valuable resource and forms part of the Council's partnership problem-solving approach for tackling crime and anti-social behaviour. An accredited Anti-Social Behaviour patrol contractor will support the reduction of all forms of anti-social behaviour whilst increasing resident satisfaction. This service will provide support to partners including police officers, estate services officers and youth workers. The service will also provide reassurance to residents and users of a uniformed presence. Their involvement in targeted patrols, will assist in a more comprehensive source of information and a deterrent to individuals through the presence of them. In February 2014 the Council adopted the Late Night Levy powers for Islington. The Late Night Levy enables the Council to raise funds from licensed premises that are open between midnight and 6am. Funds raised from the levy must be used to address issues related to the late night economy. The intention is that substantial proportion of the funds will be used to fund the additional patrols required. The requirement Islington Council requires an Anti-Social Behaviour Patrol Service. The service provider must be approved under the Association of Chief Police Officers Community Safety Accreditation Scheme and accredited by the Metropolitan Police to provide uniformed officers with specific delegated enforcement powers. The successful provider will need to supply patrol officers with delegated authority to carry out the following powers: to require a person to give their name and address if they are believed to have committed; a relevant offence causing injury, alarm or distress; a relevant offence cause harassment, alarm or distress; or a relevant offence causing damage/loss to property. to require a person to give their name and address if they are believed to have acted in an anti-social manner. to require persons drinking in designated no-alcohol areas to su..(view full details to see more) Additional information: Go to the London Tenders Portal for further information.
