Radiology Information Systems (RIS)/Picture Archiving and Communication Systems (PACS) & Vendor Neutral Archives (VNA) Services Solution
Notice Description
This Contracts Finder Notice is supporting the following Prior Information Notice (PIN) ref: 2018/S 017-034840 Queen Elizabeth Hospital Birmingham (QEHB), which is run by University Hospitals Birmingham NHS Foundation Trust (UHB), is recognised as one of the leading hospitals in Europe and has an international reputation for quality of care, informatics/IT, clinical training and research. Heart of England NHS Foundation Trust (HEFT) includes Birmingham Heartlands Hospital, Solihull Hospital and Community Services, Good Hope Hospital in Sutton Coldfield and Birmingham Chest Clinic. HEFT also has a number of smaller satellite units enabling people to be treated as close to home as possible. The Trusts provide direct clinical services to over 2 million population yearly and employ around 20,000 members of staff. The required services are essential for the provision of a diagnostic imaging service and Breast Screening service. The PACS application is used extensively by all clinical staff. The RIS service is predominantly used by the staff within the Imaging Department to manage the acquisition of diagnostic imaging and communication of results. The VNA service provides back end storage for PACS. UHB is reprocuring for services to replace existing contracts ending November 2018 for VNA, February 2019 for PACS and May 2019 for RIS. HEFT is reprocuring for RIS, PACS and VNA services to replace an existing contract ending June 2019. The proposed contracts will run concurrently for a period of 5 years with the option to extend by a further 2 years. Prior to any future procurement process, UHB and HEFT wish to engage with interested providers to seek views on the requirement, procurement route, and on possible delivery options and give them an opportunity to ask questions and seek clarification where necessary. Accordingly, potential providers are invited to a Market Engagement Events to be held on the 31/01/2018 at Post Graduate Centre, Queen Elizabeth Hospital, Birmingham B15 2GW or alternatively a WebEx on 08/02/2018. Event 1: 31/01/2018 AM Session: Presentations 10.00am - 11.30am and 1-2-1 Meeting (optional) 11:30pm -13.00pm PM Session: Presentations 14.00pm - 15.30pm and 1-2-1 Meeting (optional) 15:30pm -17:00pm Event 2: WebEx 08/02/2918; Details to be confirmed PotentialProviders interested in attending the Market Engagement Event should register in accordance with the instructions on 'How to Register'. The registration questionnaire requests the following information: a) Supplier Information; b) Contact details for a maximum of two attendees per choice of session; c) A single paragraph description including the nature of the organisation and relevant experience; d) Data Protection statement (see below) UHB & HEFT wish to share the information provided in the registration questionnaire with other participants in order to promote discussion and assist with the formation of partnerships where service providers wish to do so. (These are Pre-Qualification Questionnaires or Invitations to Tender open to any registered supplier) - Browse the PQQs (there may be more than one page) and select 'pqq_28468 for Pre-Market Engagement Feedback Questionnaire - RIS PACS & VNA' and 'pqq_28465 -RIS/PACS/VNA Pre-Market Engagement Attendance Registration' by clicking on them. - Click the 'Express Interest' button at the top of the pages - This will move the PQQ /ITT into your 'My PQQs/ My ITTs' page. (This is a secure area reserved for your projects only) - You can now access any attachments by clicking 'Buyer Attachments' in the 'PQQ/ ITT Details' box; 3. Responding to the Tender - Click 'My Response' under 'PQQ/ ITT Details', you can choose to 'Create Response' or to 'Decline to Respond' (please give a reason if declining) - You can now use the 'Messages' function to communicate with the buyer and seek any clarification - Note the deadline for completion, then follow the on-screen instructions to complete the PQQ/ ITT - There may be a mixture of online and offline actions for you to perform (there is detailed online help available). You must then submit your reply using the 'Submit Response' button at the top of the page. If you require any further assistance please consult the online help, or contact the eTendering help desk. Please note this is purely a market engagement exercise and any subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when published. Accordingly, UHB is considering undertaking a joint procurement exercise with HEFT for the services that are the subject of this notice, although this is subject to final approval by the respective Trust Boards.
