Summary of the contracting process

Swindon Borough Council is conducting an open tender process for the provision of statutory assessments in children's social care. The contract, valued at £140,000, aims to address the increasing demand for services by recruiting a team of six experienced social workers and a team manager to complete 108 assessments within a 30-day period. The tender period is set to close on 12 June 2018, with the contract expected to commence on 9 July 2018 and run until 7 September 2018. The procurement falls under the social work and related services category, with the initiative being vital given the ongoing challenges faced by the council in staffing during this critical time.

This tender presents significant opportunities for social care service providers and staffing agencies that specialise in children's services. Companies with experience in delivering social work, particularly those familiar with statutory assessments and child protection investigations, would be well-suited to respond. This initiative not only allows businesses to expand their service offerings but also to partner with a local authority to meet pressing community needs, potentially leading to further contracts as the council navigates its challenges in service delivery.

Notice Title

Provision to undertake Statutory Assessments in Children's Social Care

Notice Description

To provide a managed service to undertake Statutory Assessments over a 30 day period, completing 108 stat assessments and associated activities which may include Child Protection investigations. Swindon Children's social care is working with unprecedented high numbers of children in need, children on a CP plan and Children in Care. Demand is rising and recruitment of permanent staff is very difficult. These are national trends and Swindon Borough Council is no exception. We would like to procure a team of 6 social workers and a team manager, working on 18 assessments each, in order add capacity to the Assessment and Child Protection Team. It is anticipated that this capacity will be increased by providing 6 social workers (min 2 years experience, including child protection) along with an experienced Manager, who would be able "hit the ground running" in a busy unit. The social workers would be expected to complete statutory assessments and then prepare the cases so they are ready for Initial Child Protection Case Conference, transfer to our community teams or refer to other services outside of social care. All cases should have evidence of Management oversight, which will also be provided by the successful tender.
