Summary of the contracting process

The NHS Midlands and Lancashire Commissioning Support Unit, on behalf of Morecambe Bay Clinical Commissioning Group (CCG), is initiating a voluntary ex-ante competition for the Online Adult Attention Deficit Hyperactivity Disorder (ADHD) Assessment & Diagnostic Service. The procurement falls under the health and social work services category and is located in the North West of the United Kingdom. This tender, classified as a direct award, has a maximum contract value of £473,000, with a minimum contract duration of 9 months and a potential extension of up to 3 months. Following the publication on 1st July 2020, a standstill period will conclude on 13th July 2020, after which the contract will commence with the successful provider, Psychiatry UK Ltd.

This tender presents significant opportunities for businesses in the healthcare sector, particularly those specialising in mental health services and those with experience in delivering ADHD-related support. Companies that are small and medium-sized enterprises (SMEs) or voluntary, community, and social enterprises (VCSEs) may find this contract particularly suitable, as it allows them to demonstrate their capacity to mobilise services rapidly in response to urgent needs. Given the ongoing impact of the Covid-19 pandemic, businesses with established relationships in the NHS and the ability to comply with the Light Touch Regime under the Public Contracts Regulations are well-positioned to compete for future opportunities that may arise from this contract and others stemming from the CCG's needs assessment.

The CCG considers the criteria for exceptional conditions of extreme urgency and the criteria for patient best interest benefits have been met due to: 1. The urgent unforeseeable requirement for a provider to provide the services at short notice. 2. The Covid-19 pandemic has added additional urgency to the sourcing of a supplier. Rapid mobilisation of a contract is required to ensure continuity of service provision and the ability to process referrals in readiness for the easing of the lockdown. Only the minimum urgent requirements have been provided for within this contract which includes a minimum term of 9 months and a maximum term of 12 months. 4. Following satisfactory conclusion of the standstill period, the CCG will enter into a contract with Psychiatry UK Ltd for a period of 9 months with the option to extend for a further 3 months.
