SO-14269 People Screening Using Canines - Aviation Security

Notice Description

1.1 The Department has recently identified a new requirement to use detection dogs to screen people for the presence of materials of interest. 1.2 The aim of this procurement is to develop a canine people screening capability for detecting trained target materials, primarily in airport central search environments. 1.3 This involves provision of 5 to 8 suitable dogs until approx. end Feb. 2016 and suitable training for them. The appointed supplier will be responsible for re-deploying the dogs / finding them suitable homes after February 2016. 1.4 Canines should be trained to screen both static and moving people and should not make physical contact with them. 1.5 Canines should be trained to screen or scan all areas of a person, but of particular interest is validating the ability of canines to detect target hides located on the upper body of "suspect" people. 1.6 Results of this project will be used to inform protocols for the certification, quality assurance and operational deployment of a people screening capability in an aviation environment. Additional information: Potential Providers must first be registered on the Crown Commercial Service e-Sourcing Suite. If you have not yet registered on the eSourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link 'Register for CCS eSourcing'. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so at the Invitation to Tender stage. Full instructions for registration and use of the system can be found at http://gps.cabinetoffice.gov.uk/i-am-supplier/respond-tender Once you have registered on the e-Sourcing Suite, you will need to express and interest for the Insert Title This is done by emailing ExpressionOfInterest@CCS.gsi.gov.uk. Your email must clearly state: the name of this procurement PEOPLE SCREENING USING Canines - AVIATION SECURITY and the reference number SO-14269 * the name of the registered supplier; and * the name and contact details for the registered individual sending the email. Crown Commercial Service will then process this email and assign your organisation to the opportunity. The registered user will receive a notification email to alert them once this has been done. The Invitation to Tender will be issued by close of play on 17th September 2015 and therefore suppliers can register on the e-Sourcing Suite between the issue date of this Contracts Finder advert and the deadline date. The deadline date for submission of proposals will be Monday 28th September 2015 at 10:00am It is advised however that Potential Providers register as soon as practically possible in order to receive the Invitation to Tender and have a sufficient amount of time to respond.
