Summary of the contracting process

The public procurement process for the contract titled "Heat pump guidance for large non-domestic buildings" is being facilitated by UK Shared Business Services Limited (UK SBS). This contract falls within the services industry, specifically heating engineering services for buildings. The procurement is currently in the award stage, with the contract awarded on 14th September 2021, and the contract period is set from 30th August 2021 to 31st March 2022. The total value of the contract is £39,140. The final deadline for bid submissions was on 3rd August 2021, which required all submissions to be made via the Delta eSourcing Portal.

This tender presents opportunities for businesses engaged in consultancy or engineering services, particularly those specialising in heat pump installations or environmental consultancy. Since this contract aims to create updated technical guidance for the installation of heat pumps in larger buildings, businesses with experience in developing technical resources or providing high-quality installation services would be well-suited to compete. The initiative also aligns with the UK's commitment to achieve net zero greenhouse gas emissions, opening avenues for future projects in the growing green technology sector.

Notice Title

Heat pump guidance for large non-domestic buildings

Notice Description

The final date and time for the submission of bids is Tuesday 3rd August at 11.00 DO NOT apply directly to the buyer. All tender information MUST be submitted through the Delta eSourcing Portal. The UK has set a legally binding target to achieve net zero greenhouse gas emissions by 2050. Achieving this will require virtually all heat in buildings to be decarbonised, and heat in industry to be reduced to close to zero carbon emissions. We are developing a number of policies to drive forward the delivery of heat decarbonisation and support businesses to prepare for a clean heat transformation through the 2020s and into the 2030s. The department will shortly be consulting on our proposed approach to deliver on the UK's commitment by phasing out the installation of fossil fuel systems, those fuelled by oil, liquefied petroleum gas, or coal, in existing businesses and public buildings that are off the gas grid. As we transition to clean heat, we want to ensure that installers can deliver high quality installations against robust standards to ensure consumers are protected against sub-standard installations. There is currently a lack of recent up to date technical guidance that specifically addresses heat pumps in larger buildings. The more relevant documents are around 10 years old, which were written and owned by the Chartered Institution of Building Services Engineers (CIBSE) and the Building Services Research and Information Association (BSRIA). These documents are CIBSE TM51 "Ground Source Heat Pumps" and BSRIA BG7 "Heat Pumps - A Guidance document for designers", published in 2013 and 2009, respectively. Our proposal is for new guidance on the installation of heat pumps in larger non-residential buildings to be published in advance of policies around businesses transitioning to heat pumps. This will de-risk any policy proposals by ensuring installers carry out their work to a high-quality standard. This contract will be awarded based on the evaluation criteria as set out in the ITQ document.
