Summary of the contracting process

The West Essex Transfer of Care Services procurement process is currently in the planning stage, driven by the buying organisation, Attain, in partnership with the West Essex CCG and Essex County Council. This initiative aims to develop an Integrated Care Alliance focused on enhancing out-of-hospital care. Key activities include a market engagement notice published on 7th September 2018, with a critical engagement end date set for 20th September 2018. The engagement event will occur on 24th September 2018 at West Essex CCG, located at St Margaret's Hospital, Epping, Essex. The procurement is classified under health services, primarily dealing with services that support patients transitioning from hospital care.

This tender presents significant opportunities for businesses specialising in healthcare services, particularly those that can contribute innovative solutions to improve patient transfer and recovery processes. Providers with expertise in out-of-hospital care models or those that can offer additional capacity for the proposed solutions at Sydenham House would be well-positioned to compete. Engaging in the 1:1 sessions during the market engagement will allow potential providers to gain insights and tailor their proposals to align closely with the commissioning intentions outlined by the authorities.

Notice Title

West Essex Transfer of Care Services

Notice Description

West Essex CCG and Essex County Council have agreed a strategic vision to create an Integrated Care Alliance (ICA) with a clear priority for developing and delivering a shared strategy for an out of hospital model of care. The West Essex Urgent Care Expert Oversight Group has designed a new transfer of care model which will transform the way individuals are supported to avoid unnecessary hospital admissions and to provide maximum opportunity for an individual to recover following an acute hospital stay. Transfer of care from the acute setting, following an A&E attendance or in-patient spell, will be based on a light touch assessment directing individual's into one of 3 potential pathways. Full details of the processes and pathways can be found in the Market Engagement Briefing Pack which can be accessed by providers when you register on the nominated e-procurement portal. Commissioners are keen to seek views from the market around the potential use of Sydenham House, Harlow, Essex as a solution to capacity shortfall in pathways 2 and 3. The outputs of the market engagement sessions will be used to inform the future commissioning and procurement approach. The market engagement event will consist of 1:1 sessions with individual providers who will be allocated an hour slot. This event will take place on Monday 24th September at West Essex CCG, Building 4, Spencer Close, St Margaret's Hospital, Epping, Essex, CM16 6TN. The engagement briefing pack also provides additional information regarding the commissioning intentions and challenges faced in the West Essex area to support providers to have a greater understanding and inform robust discussions. The briefing pack contains a number of key questions which the commissioners wish to ask the market. These will form the basis of the discussions at the 1:1 session. Interested providers are asked to ensure that they have fully considered the information within the pack, and associated questions, ahead of their meeting with commissioners. In order to register attendance, providers must complete and return the market engagement form through the Attain Atamis E-Procurement Portal by no later than 5pm on Thursday 20th September.
